Looking to buy a small child's bike suitable for racing at the velodrome

I am interested in buying a small bike for a 6 yr old that is suitable for racing at the velodrome. Possibly a 20" wheeled bike that has been modified with 1" to 1.5" tires and suitable gearing. d.hashiguchi@yahoo.com
